David Browne is Managing Director of Facilities & Energy Management Limited (F&EM), a Belfast-based energy and sustainability consultancy established in 1994. A Chartered Energy Engineer and Chartered Environmentalist with an MSc in Renewable Energy, he has over 30 years’ experience helping public sector bodies, industry, and utilities translate net-zero ambition into investable programmes and measurable operational savings.

David leads the Water Innovation Network (WIN), a Northern Ireland-based innovation cluster supported through Invest NI’s Cluster Acceleration Programme, bringing together utilities, SMEs, academia, and technology providers to commercialise solutions at the water–energy nexus. Under his leadership, WIN is building a commercial-first model to accelerate water sector digitisation, AI-driven analytics, and low-carbon energy integration for utilities.

A Fellow and former Chairman of the Energy Institute Northern Ireland Branch, David is recognised for building cross-sector partnerships and communicating complex engineering challenges in practical, scalable terms.
